Why are my message box prompts in German?

It happens in MS Paint and Nero Burning ROM and a few other programs. I'm fairly sure it's a problem with windows settings. For example, when it asks if I want to save before quitting it says "Anderungen in untitled speichern" which I'm fairly sure is German. Any ideas?
