Why are beadlocks illegal on road?

Come on..its obvious that it a term for people carrying luggage with wheels on them. I would think they are not allowed on the road..well, because they would get run over.
 
They secure the bead of the tire to the wheel so that it doesn't fall off, for offroading purposes and such.

The bead of the tire is basically the 2 steel cables inside the narrowest parts of the tire (where they mount onto the wheel).

That's right, basically it's either a two or three piece rim that clamps the tires bead to prevent rotation of the tire on the rim under extreme torque. Also with four wheeling and running low pressure I frequently see wheel spin and tire not.


why are they illegal I don't know?
 
that is pretty weird that they'd be illegal in some places - not sure of their legality here (WI) as I never saw/heard of them before. Maybe just because it falls into an "off road" category?
 
How do bead locks work? The metal ring is on the outside.. what is it locking the bead against? Shouldn't there be something to lock on the inside, to push against the rim?
