They secure the bead of the tire to the wheel so that it doesn't fall off, for offroading purposes and such.
The bead of the tire is basically the 2 steel cables inside the narrowest parts of the tire (where they mount onto the wheel).

They prevent the tire from rotating on the rim. Frequently used on drag cars where the friction between tire & pavement can exceed the friction between the wheel and tire.
