Why a credit report shows N/A when there's history ?

Had a credit report pulled for someone and the score and report is listed as "N/A" when there is over 30 years of history (good and bad). All the information is correct but it still comes up this way but no one knows why. Has anyone experienced this before and what is the problem ?

is it possible they are in the middle of a dispute? would they pull your score temporarily during that time if you had a major dispute?
