Definitely. What sets him apart from most other villians is the fact that they're the classic hell-bent on world domination, want to cause death and chaos in the mean time types. Kefka, on the other hand, is sadistic, insane, uncontrollable, etc. Even Sephiroth had a few traits that could be considered likable or reason to find sympathy for him. Kefka, on the other hand, was just plain evil.

Yep. I felt sorry for Sephiroth. Kefka was a purely evil asshole who got lots of joy out of causing misery.
