BTW, I am coming to the firm conclusion that either Antec 303 power supplies suck or Netgear 311 cards suck.

why u say that
the psu i have used many but not on amd
net gear 311 is ok

With an Iwill KK266 1g Tbird,one hard drive, one CDrom, TNT2U and one Netgear FA311, the 5v line is running around 4.95 v. If I add another network card the 5v drops down to 4.91.
There is a reason that AMD does not reccomend the 303 for higher speed Tbirds.

I have tried all slots and right now whenever I install the second FA311, the whole system comes to a slow crawl. It's takes about a minute to play the windows startup sound.

I ran the Netgear diagnostics and there was no failures in the network diagostic hooked to my other computer with a Netgear card.

I assume I am missing something when I install the second card, got any ideas?

well i know this
amd is power hungry
i had to get a enermax 430 to run my chip and all my hardware
i use to get lockups randomly and never got higher than 1.2ghz on my powerman 300w psu
