It's just a folder named that, then they pointed the webserver to go to that picture when the url is entered, like how you specify the starting html page on a website.
 
Yup, Kickboxer. In that scene his Muy Thai Master gets Van Damme drunk, and has him dance with some local girls so their boyfriends will start a fight. Of course, even drunk, Van Damme does some serious Van Damage.
