They are not actually legal anywhere, they have just been overlooked because nobody cared till just lately. There was a big article in RS about it a few months back.

I think they are legal as long as there is no resin in it.
I know they were legal here about eight-nine years ago, although the guidelines were strict. Believe me, the owner told me people tried to shut him down constantly. The laws may have changed since then but Oregon is pretty liberal on marijuana.Originally posted by: Antisocial-Virge
