I don't this is a requirement. Back in the 70's Burt Reynolds was offered the role since he was the biggest star in the world.

Now thats some BS. Burt Reynolds as James Bond...Smokey and the Bandit saving the day.

Adam West (60's Batman) was also offered the role but he rejected it because he thought Bond should also be a Brit. The producers do not have a problem with having an American be Bond.

I don't know if he can act but Robbie Williams has the Bond 'look' I think. I could see him doing it, though it's unlikely.

Ralph Fiennes or Adrian Paul might make good Bonds.

Somebody mentioned Cary Elwes, he'd be great! He's blond, so he'd need to dye it. But he's an awesome actor. He's got that Bond suave going.
