I feel like grocery stores and gas stations were shutdown longer than that after Sandy without the region decaying into widespread lawlessness and chaos.

I'm sure some were. The government and charities stepped in but, it wasn't a case of trucking stopping. Depending on those entities is kind of foolish, no?

I drove up to NYC several weeks after Sandy and you have no idea how crazy it was. Mind you this is several weeks after the hurricane. There are people lined up at every gas station with jerry cans and every gas station have police officers supervising. I'm talking about people standing in lines, not sitting in their cars. It was a scary sight to be seen.
