Because it's hard to get traction on ice from a stop.

Do you go WOT from a dig?

If you have drag radials on a 4banger. Usually you feather the throttle just enough so you can get a little tire spin and chirp and "hook" the tires and get traction. Once in second it is usually full throttle.
