Who rates threads?

I see 5 star threads and 1 star threads etc they usually have only 1 vote so is this a mods only thing or what? Can i rate theads?

Aha i see it, funny how thats there yet ive never known that or rated any threads yet some still show up as being rated. If i try to add to that rating it says "you have already rated this thread".

Its like vBulletin is deciding for me which threads i think are 5 stars and then rating them. If thats the case its got it all wrong, its given this eve thread has 5 stars:

Odd, I just checked that thread and it says I already rated it but I did not!

I'm thinking they have it setup so only the mods can rate. I don't even see the option for this one, for example.
