last time i rented, the pipes had roots growing into them and the landlord paid the roto-rooter guy both times, but told me if they found a barbie doll or whatever that my kids had put down there, then i would have to pay

There's a special technique that helps clear it up without a huge splash
Make lots of raipid small pumps.

I think in either case you would have a hard time proving. Most landlords don't want to own up to shit.

I remember I was living in an apartment complex and the Oil burner that supplied hot water to all the units had fire shooting out from a rust hole in the side. I noticed this morning. I called the management when I left home and they acted like they didnt' give a shit. Therefore I called the fire marshall and a fire truck came over. They saw the fire shooting out and fined them $500.00 and told them they must replace it. The next day we had a brand new Oil burning water heater.

If the management company was simply nice they would of saved themselves a couple thousand dollars and a public record.

Regardless if a landlord is responsible or not...if it's something the tenant did directly to cause the problem then the tenant is responsible for reimbursement.

A light burning out is different than the tenant smashing it.
