Who parks in their driveway like this?

That car would be towed in no time around here. Just a couple of days ago some guido from NJ thought he could park here like he can back in the burbs. I had his civic ticketed and towed for parking with the ass of his car sticking out into my driveway, and into the street, with the rear about 3 feet from the curb, and the front tire partially up on the curb. That look on his face, when he came running out only to watch the flatbed driving away with his pimped out civic... priceless. The NYPD is pretty damn responsive when they know they'll be able to write a ticket. They even call me after ticketing the car to let me know it's time to call the tow truck. 😀

You left out the detail about what curb you were begging on.

Good thing you are here to know everything about every locality, otherwise, we might be tricked in to believing that each locality is different, and that parking on the street is something that happens in many big cities.

As for the pic, that is very close to a stop sign, plus there is a Ford truck in it, very good chance that vehicle will be stalled at some point. Not sure if cars normally park on the street where this picture is taken, if not, then yeah this is an invasion of street space. Around here, the streets are wide enough for cars to be parked on either side and side by side traffic. You wouldn't know it when you run into overly cautious drivers, but have confirmed it with good drivers.

look at the 2 cars in that pic. neither of those are cars i would see an intelligent person owning as a primary car (assuming they are both primary cars since there aren't other cars in the driveway). probably just stupid owners.

Looks to me like condensation that has accumulated on old paint. Regardless, one is not able to determine someones intelligence based on the vehicle someone drives. Many of the smartest and most successful people I know drive older unremarkable cars. I actually see much nicer cars parked in apartment complexes in the ghetto than in affluent neighborhoods.
 
Of course, if they parked on the street along the curb, they'd be even further into the road. That might be their reasoning ... that it just doesn't matter. And although it looks odd, it doesn't.
 
I wish that was a law here. Cars frequently have to allow one to go first because there's not enough room on the 2-way suburban streets.

And/or you both slow down and then simultaneously say "fuck it" and punch it to be the one squeezing through and things get exciting 😀

snow plows would handle that around here. That car would no longer exist.

Because intelligent people worry about what their mode of transportation looks like?

You should come see what the cars that are owned by the university professors I know look like. 🙂

Because when property values fall people you may not want living in your neighborhood can afford to do so and it also indicates no one else probably wants to either.

People who think this way and that property value doesn't matter are what's called "meant to rent".
