Who "owns" the airspace over a house?

There are some pipeline inspection Cessnas that fly over my house on occasion. Now my eyes aren't calibrated, but it sure does seem like they are less than 250 feet off the ground. May have an exemption of some sort.

Section 91.119
Except when necessary for takeoff or landing, no person may operate an aircraft below the following altitudes:
...
(c) Over other than congested areas. An altitude of 500 feet above the surface, except over open water or sparsely populated areas. In those cases, the aircraft may not be operated closer than 500 feet to any person, vessel, vehicle, or structure.
...

There is an exemption for agricultural aircraft like crop dusters in Section 137.49 that says they can fly lower than 500 feet. I am not aware of any other exemptions for things like inspections ... but that doesn't mean that there aren't any.
