Who or Whom?

I don't know when do you?
Personally, I use who when who is the right word to say. I also use who when whom is the right word to say.
I don't like whom. I would prefer to butcher the English language and just say who.
 
you use whom when you would answer the question with them. and who when the answer would be they.

i.e. who did this? they did
whom should i call? you should call them.

it sounds awkward, but also I'm not even sure if it is gramatically correct.

The last "to" makes it redundant. Take it off.

"please let me know where or to whom I should direct this request."
