Who makes a QUIET and reliable 350w PSU?

I picked up an Antec Smart Blue 350w but some of the reviews I saw were mediocre. Could i have done better? Who else makes a low noise and reliable 350w?
 
Check out both Zalman and Vantec for their silent PSU's... Plan on sacrificing high Amp ratings on the 12V rails to get truely quiet PSU's... Also look at the Antec NeoPower (480W) PSU... I have one of those and I can honestly say that I cannot hear it inside my case.
 
From what I've heard the Vantec's are not very quiet, the Zalmans are good though however and so is the Neo Power.

I have a 380 watt Tagan and it's extremely quiet; my undervolted Panaflow L1A is louder.
