Who administers IQ tests and how is it that some people seem to take them like 10 times?

I'm 31 and I've NEVER had the occassion to take an IQ test...I don't even think I KNOW anyone who has ever taken an IQ test. What is it actually useful for and who considers them to be any reliable determinant of intelligence?
