Who has right of way?

yea, this is not a parody...

Scenario...

4 way intersection
east/west has stop signs (so 2 stop signs)
north south is free flowing

Car A comes from the east and wants to turn left
Car B comes from the west and wants to go straight

Car A stops maybe a second or so before Car B. Since everyone likes to say 'first' let's make it basically unnoticeable who stopped first

who has right of way to go first?

Whoever got there first....

since this actually occurred, with myself driving, my mom and dad in the car, this is where this question comes from...

I arrived and came to a full stop MAYBE 1 second prior to the car across from me stopping (i rocked, then saw him rock)

Whoever stopped first. If it's about the same time, then the person with the crappier car can try to go first.

in my case, i got waved on... pretty sure a 2011 Avalanche was more than intimidating enough to the sedan across the way.

It's not always the biggest vehicle though. If I see a Porshe 2 seater worth $80k coming about the same time as me, you can sure as hell bet he's not going to try and turn in front of me, or sneak in and crash into my 2000 Chevy Impala worth $6k :)

i got waved on... but it sparked a debate later on at my grandparents... My mom was clearly in the 'first car to stop' but we basically stopped at the same time... my dad was in the 'car that is not turning left' camp (as was i)

Why not? Chances are he's insured and may just do it to see you lose your job when you can no longer get to work.

Assuming he had the right of way to begin with.

Back to the OP, it's whoever stopped first. If it's simultaneously then the straight traffic has right of way to anyone turning.

As a rule of thumb, if your proceeding forward will cut off another driver, you don't. If one guy wants to go straight and another wants to turn and they both got there at the same time, the dude who wants to go straight should go first.

It's the same reason you might be able to turn right onto a two-way after stopping at a red light but cannot turn left: you'd be cutting off the left-going-right traffic. I may not be explaining it as well as my driver's ed teacher did, but I get it so that's all that matters to me :p

if all stop at the same time. its the person to the right. If all 4 sides stop at same time, its left to being considerate, at that point IF all 4 are jerks and crashes, i'd guess or assume that all insurances involved will just front the cash for their driver saying its all their faults.

either way, its just common sense, i thought everyone knew this. Now roundabouts is funny cause it seems most people don't know how to properly use one.
