the last time this happened, it was Russia testing a nuclear powered rocket a year or two ago.

Yeah I'd put my money on it being Russian in nature. You don't see anyone else up there designing and deploying autonomous nuclear weapons.

Perhaps he is saying that nuclear weapons and the ineluctable radioactive consequences that go with them are bound to happen if a country is run by people who play war games as their raison d'être. I think such people are thought to exhibit a tenuous grasp of reality and the value of human life and that they are present in great numbers in Russia since there is little that culture offers in the way of an upward path in life aside from building weapons.

I think the fall of the Soviet Union and the subsequent societal collapse really left a deep cultural scar on them as a people.

Now they live in a country stuck in a perpetual state of decay, continuing to watch as the old Soviet infrastructure continues to slowly crumble away around them.

This may have resulted in a self fullfilling prophecy where the perpetual collapse feeds into dispair which leads to further collapse and so on and so on.

We may be witnessing a side effect of that.

I think something very similar happened to Southern culture after the Civil war, to post colonial Britain and even now to us with the rise of globalization. The basic is when a people who have convinced themselves they are special that connects them to some notion of privilege find out they aren’t and that feeling of entitlement to privilege gets rocked and dissipates. We know that a sense of well-being brings out they liberal in us and fear the conservative trying to prevent change.
