Oh man, I've got a cousin like that. He's read just enough about manipulating people to be both ineffective and grating. The other thing about repeating the name of a person you've just met while looking at them or ideally while speaking with them is that the repetition can help recalling their name later. (and is taught in many communication programs for just this purpose)

Not trying to say that you're mistaken about your cousin but don't assume the next person who appears to be doing that is trying to manipulate you.
