Who decides the "instant rebate"? The store or the manufacturer?

My 10 page paper on rebates is due tomorrow and i'm stumped on something.

Who calls for the instant rebates?

My guess would be the manufacturer sets a price for the reseller, but the reseller displays it as a higher price with an "instant rebate" added on to that.

Any ideas?

Instant rebates are generally done through the retailer as incentive for people to buy the item in question.
I believe that offering an instant rebate as opposed to putting an item on sale may have beneficial tax consequences which is why they do it, but don't quote me on that.
