I'm trying to figure out if it is legal or not to have white blinkers in Washington State.

They are not legal. It's a Federal law, not a state one.
Federal motor vehicle standards require that the front directional indicator lights be amber, and that the rear directional indicator lights be either amber or red. This has been true since FMVSS 108 came into effect in 1968.
Prior to 1968, it was legal for front directional lights only to be white. By 1963, most of the US auto industry had voluntarily adopted amber front indicators, and in 1968, white indicators became illegal for all vehicles in the US.

MINI offers white blinkers as an option. They don't say whether or not the bulbs are amber.
