That would have worked before Trump appointed all those 20-something federalist society pod people to federal judge positions. Anything that hinders the power of the king will be struck down before the ink dries.

If anything things are going the other way, sadly. Conservatives are currently arguing (and may very well succeed) that 'for cause' requirements and in fact even the idea of any requirements at all for executive branch workers are unconstitutional. I'm not kidding, it is currently being argued by the administration in court that say, requiring doctors at the VA to have a medical degree is unconstitutional.

If the idea is to hold Trump accountable for his present actions, I don't see any hope of that until he is out of office. I am making suggestions with the aim of protecting us against future corruption and holding a consistent stream of attempts at accountability to maintain attention to the profundity of Trump's deviance lest we accept it as normal even though we may not be able to stop it.

As for legal challenges... Well I don't even think that would apply until Trump is out of office anyway because nothing would get passed ahead of that. And laws require a test case anyway. But if we become stuck in a place where, in a maximum of 4 years from now, there is no hope of such a thing being enforceable, then the right thing to do is scrap the government and start over. And 4 years sounds like it may be too long.

They want to bring back the good ol days of the spoils system. Oh how grand...
