Whining GF3?

I have a PNY GF3 TI200 that likes to whine only under certain conditions. It will make a loud whining noise while running the pixel shader demo in 3dmark, or when I overclock the memory above 440.

I checked the fan and it is not the problem, so what in the hel* can make a card whine like this?????

I have been playing with computers for over 10 years, and this is the first time I have seen this one. Any ideas???
