We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. Doubling will result in a 3dBA increase (netting 23dBA) so two 20 dBA fans will be much quieter then one 28dBA fan assuming all else is equal (which it rarely is).
For a much cooler and very quiet replacement I would suggest the Zalman CNPS-9500AT -- I assume you are talking Intel 775.
Scythe Ninja or Thermalright HR-01; I had the latter it performs so well. Both can be used as passive or optional 120mm fan. HR-01 keep my OC Pentium D 945@3.74GHz at 29-30C idle.
I know it's complete overkill since I don't overclock, but the Ultra 120 + a quiet fan would be far better than what's on there now. The stock cooler is louder than my power supply (Silverstone ST50EF-Plus) and one other case fan combined...
