Which way should a Delta BL Fan blow on to SK6 HS?

I was told that the Delta BL fan @38CFm should blow into the SK6 HS and not blow the heat out. I have 39C now with the fan blowing into the HS.

You have it right. It should blow into(onto) the heatsink.
