IME, California. The potholes aren't bad but most of their freeways are concrete slabs with every slab laid at a different angle. It's the ultimate in ka-chung ka-chung ka-chung freeway driving. After hours and hours of it you just want to go mad...
 
Most people seem to think Michigan has the worse because we too use a lot of salt and our load limits for trucks dwarfs all the other states.
