No way. South Dakota, not counting the Indian Reservations has pretty high reading scores when it comes to standarized testing. They also have some science teams place pretty high nationally.
From a strictly academic standpoint, Alabama and Mississippi usually have some of the lowest standarized scores in the nation year in and year out.

The thing with IQ is it's independent of education. Any sample should have an average IQ of 100, especially when you take a very large sample such as an entire state.

Wow, apparently you cannot read. New Mexico is 38th and Alabama is 41st. Idaho, Utah, South Dakota, Wyoming, and South Carolina all rank worse than Alabama.
