....dumb question is dumb? You need to quantify best, and if it's quantified, you can just go look up college rankings and be done.

How could it not be CA?

what are the schools in CA?

Stanford, Berkeley, Claremont colleges, USC, UCLA, UCSD, not to mention the rest of the UC system and other various private universities.

So it really depends on how you define the "best" universities.
Mass is the only state with 2 top 5 schools.

But if you extend it out to top 25 or top 50, California wins. Of course, you could fit like 6 Northeastern states inside California, so it's not really fair.
Clearly, the region of the country with the highest concentration of great schools is the Northeast.

Based on what rankings? Overall? Specialties? Graduate? Undergraduate?

Overall.
The question was broad, so the rankings are broad.

I was browsing here:

Not according to the US News rankings.

Stanford - 4
CIT - 6
Berkeley - 21
UCLA - 25
USC - 27
UCSD - 35
UCDavis, UCIrvine, UCSB - all tied for 44th

You have to define what you mean by "best".

well, I have no idea what rankings or methodologyyou're using, but according to USNWR,

Pepperdine, UCSD, UCI, UCD, UCSB are ranked about Boston University. Plus the UC's are like a fraction fo the cost. You sadly have no idea what you're talking about with respect to the UC system.
