Which "sounds" better .mp3 or .ogg?

Which of these two formats sounds better using high bit rates say 256

.ogg should generally sound better than .mp3 at all bitrates. But since the sensitivity to various sound artifacts introduced by different compression formats is highly individual you should conduct a listening test and pick the format that sounds the best for you.

If you are looking for the best sound quality at high bitrates (>160 kbps) maybe you should try mpc.

.WMA also sounds better than mp3, have you given it a try? And by the way, you can turn off the digital rights management in Windows Media Player 7.x and 8.

You can turn it off now, but what about in WMP 9 or 10? Especially after Palladin (sp?) is released. I'd rather not take the chance, personally.
