Welcome to AT.

I'm not an expert, but I think a mobile Athlon XP is about as cool as you're going to get.

Are you looking for something for silent operation?

With a mobile AXP and a nice hefty heatsink, you could get by with a low rpm 120mm fan and stay nice and cool.

The Sempron is just a re-labled Athlon XP T-Bred core. The 3000+ is the only Barton socket A Sempron.

As far as the Sempron 2400+ @ 1.67ghz, I have two of these CPUs in my kid's computers. Both are overclocked to 2.0ghz or 10x200 on stock cooling and vcore. One of them came with a copper core HSF, and the other came with 100% AL. With the copper core HSF the CPU is about 2 degrees cooler compared to the AL.

I think Socket A Semprons include a heat-spreader, along with Socket 754 Semprons.
They should be a little cooler.

My two Semprons didn't. But I bought them about 5 months ago.

Socket A Semprons don't come with heat-spreaders. Only the S754 and S939, S940 series from AMD comes with heat-spreaders.
The Mobile AMD XP will run the coolest as it requires the least power with the thouroughbred next and the Bartons at the end.

The socket-A Sempron is the exact same piece of hardware as Athlon-XP. They're Tbred-B, Thorton and Barton core, nothing changed except for the bus frequency and multiplier configurations - and the brand name. Manufacturing, packaging, core voltage, all the same.

So if you had an Athlon-XP 2400+ "Thorton" and compared it to a Sempron 2800+ "Thorton", all the difference there is is the FSB frequency, 166 for the Sempron and 133 for the Athlon-XP.
