Which router can do this effectively-

Looking for some options to consider, a router / managed switch with the following features:

- ~30-40 Gigabit Ports
- Ability to monitor and limit traffic by type on each port
- A way to create profiles where the profile would contain the services available to the connected device as well as any traffic limitations (not necessary but it would save a lot of time).

I'm aware of being able to monitor router activity using MRTG, but in addition to looking I need intervention and I'd this to happen on the router level. I don't think these are far-fetched requirements so hopefully I can get some suggestions on which routers fit the bill.

Is there a router or switch which can specifically block or limit the amount of email being sent by a device connected to its port? For example, let's say a computer is connected to port 1 and I want to allow it to send up to 50 emails per 24 hour period, but no more.
 
A second vote for the packeteer, used one one a college campus about 6 years ago and it was freaking sweet. We used it to curb P2P usage
