Which pro sports league has the highest variable team performance year over year?

Among the NFL, NBA, MLB, and NHL, which league is the most difficult to predict team performance for the next season? In other words, which league has the most variability in terms of bad teams turning it around quickly or good teams tanking to the bottom in a matter of 1 or 2 seasons?
 
Any major sports team in Chicago other than the Blackhawks. Seems like every other year the Bulls, Bears and Cubs are borderline mediocre or borderline good. Never know which team you'll get year after year.
