Which Printer should I get?

Hey all, thanks for reading this, I am looking for a multifunction printer, capable of printing excellent 4 by 6 photos for my sister, scanning is also important since shes an aspiring artist and plain office type text printer for my mom, time is not an issue, quality is the most important, we are looking to spend about $150 Canadian(yeah I know their are no miracle products), if you have any recommendations it would be helpful, I would normally post this in peripherals, but I don't have the time to wait, right now. 2 printers that looked promising are :

I cannot make much sense of the printer specs, if their are any standard printers in this price range known to be good.. lol.. sorry im stoned this is difficult, I mean to say.. like.. everyone knows that the AMD 3200+ is the best price/performance processor.. IS their a clear indication of the best printer.. for my price range?
 
The links don't work unless you supply a postal code in Canada, I'd suggest something by Cannon or HP, ink costs will be higher w/ the HP though.
