my friend has alot of anime and movies on his computer, he wants to be able to watch it on TV. Also he wants the TV tuner, he plays video games but not as much as anime so what card do you guys think will fit him best?

I was thinking this one:
9600xt

or

x600 pro

Well, first of all, keep in mind that the x600 there is a PCI-Express graphics card, and the 9600 is a AGP. I'm going to assume your friend has an AGP slot? Just keep in mind that card won't be able to do much for certain modern games, so do you know which ones he plays?
 
the tv tuner will let you capture live tv and other tivo-like stuff. but if he justs wants to display his media on the tv, get a 3 rca to s-video cable. around 15 bucks, and then a tv tuner is a waste of more money. also, those cards are slow as hell and won't do anything to make modern games fast. find a 6800nu for around 200 dollars and he will be much happier.
 
right now, more than likely he will go with pci-e.
supertyphoon, thats what we will probably do, i didnt even think of that.
so that being said, i was leaning towards a 6600gt pci-e but now which make? chaintech? bfg? msi?
