24" monitor, no question.

I don't know that the touchscreen would be too good, unless you plan on laying the monitor down all the time - and if you do frequently use it as a touchscreen, you'll always have fingerprints on the screen.
Webcam: Only good if you plan to use a webcam a lot. And you can always get a separate webcam later.

You can get a webcam virtually free if you keep your eyes open, and touchscreen is only useful for niche purposes.

Why the hell would I want fingerprints all over my monitor?

Anyway my opinion will always remain the same - buy the biggest, best quality monitor you can afford. It will last much longer than your current computer, and you'll always regret compromising.

I'd go with the 24" monitor. A touchscreen a foot away from where you're sitting seems like it would get uncomfortable fast for your arms.
