From what i've read lately, it sounds as though the 8.12 hotfix are better.

New drivers typically fix some things and break fewer things, you'll have to read the release notes and compare to your (games, usually) uses to see if there are any significant conflicts resolved or added, keeping in mind that new drivers haven't had enough time to have all problems found in the wild, reported.
