Since you're an intern I would say do the lunch with the CEO, if he's cool it might be fun, if he isn't it's only about an hour. Even if you offend the guy you go back to school at the end of the internship. Four hours with HR is going to be pure torture any which way you slice it.
I'll bet you a lot of money that an intern has NO chance of winning the lunch with the CEO.
I don't think either the lunch with the CEO or the career counselling would be beneficial, so I'd probably bid on neither.

One, it is for charity so I am not in for the $ or how much I am willing to pay for.
Two, my team is also sponsoring me and they are willing to cover some of the cost as well.

I have no idea what you're trying to say here... my point was that an intern surely cannot afford as much as other employees.

This is an auction, right?Anyway, even with your team members throwing some money in, you'll probably still get beat by a higher level manager who is willing to spend a few grand hoping he'll impress the CEO and get a promotion.
And as I said before, I don't think you'll benefit much from either.

I bet the VP may have at least a passing acquaintance with the recruiters and hiring managers you want to work through and for, while nobody you would normally work with knows the CEO. I'd take the VP any day, because s/he's more likely to follow up with the relevant people.
