Without a doubt the RX 470 is by far the most robust offering in its price range.

As a point of comparison I remember back in mid 2014 to mid 2015 the Power Color R7 250X (640sp, 128 bit GDDR5, 1GB) being consistently on sale (ie, about 2 weeks out of every month) at Newegg for $59.99 AR FS.

The R9 290 4GB (2560sp, 512 bit GDDR5, 4GB) with 4x the resources (Stream processors, memory bus, VRAM) of the R7 250X I remember typically being $239.99 AR FS.

The R9 270 2GB (1280sp, 256 bit GDDR5, 2GB) I believe was around $120 AR FS in this same time period.

So across the AMD lineup (at that time) performance per dollar was essentially the same from top to bottom.

But now it appears the situation has changed in the AMD camp with the bottom end card being a significantly worse value than the top sale priced RX480.

IMO, it's a tie between the RX 470 4 GB and the GTX 1060 3 GB. Looking at any aftermarket versions of those cards on Newegg will just show both of those two cards coming in at around the same price range of $200 to $220. That said, if all you really care about is gaming at 1080p or lower then any of those two cards would be decent choices for the money.

The only real issue would be VRAM limitations. I don't see a problem with the 4 GB RX 470 if you're going to just stick with the 1080p resolution, but I do see a problem with the 3 GB version of the GTX 1060 having any staying power at that same resolution. The 3 GB GTX 1060 is pretty good for 1080p and lower, but I highly doubt that 3 GB of VRAM is going to keep up with demanding AAA titles in the future. If you seriously want to go with a GTX 1060, just pay extra for the 6 GB model IMO.

But if you don't play any of the latest games that demand a lot of GPU resources, then the 4 GB RX 470 or the 3 GB GTX 1060 are fine cards.

Why do you think the XFX is the best 480? I thought the general consensus was that the Powercolor Red Devil was the best.

There was a thread about it here, or posted in one of those threads. Some dude had a nice benchmark video and power/temp testing. It seems to run about 10 C cooler than all the other 480s--that's compared to the other AIBs with better cooling than reference, actually approaches the original advertised power draw of Polaris (for whatever reason, his card was drawing Pascal levels of W at load, iirc), and it seems to even OC a bit better. I *think* the consensus about this card has been growing over the last week or two, as well--it is no longer just one review? It's almost like a secret revision of the 480, or just that these cards used the best binned P10 chips out there.

On top of that, XFX has the best warranty: 3 years for the card + 2 extra years for the fans.

Technically the 4GB does better in benchmarks per dollar, but some games just won't give the same quality of graphics with less RAM. See these GOW4 benchmarks as an example: http://www.techspot.com/review/1263-gears-of-war-4-benchmarks/. Some games won't let you set ultra textures with 4GB either.

Some might argue that the 1060 6GB is a better performance per dollar. In my situation, I plan to pick up a freesync monitor in the near future, and the cost savings of that versus a gsync monitor gives the 480 much better performance per dollar.

Yeah I'm trying to find that youtube review that was posted here but dang it--can't find it! Dude was showing something like 90W TDP or something, which is in the realm of unbelievable if true. Other newegg customers and reviewers backed up the 65 C max temp, though.
