Which is best

I have a friend who plays mostly steam/valve (DOD:S CS:S) games. They were fine with there Comp until they fired up Fortress Forever. There frames were fine when no action took place running at 50-60fps but when bombs blew and the action started they dropped to 10fps. I was thinking CPU cuz most Valve games are very dependant on your CPU. So I came up with three cheap upgrades and I need to know what is best for max FPs so they can enjoy FF and the new TF2.

They currently have :

Amd 3000+ 939 (Single core)
1g of ddr400
6800gt PCI X

Plan 1

amd 4200 X2 939
Maybe 7900gs or 7950gt

Plan 2

Amd 4200 X2 am2
1g ddr2 800
New Am2 MB
Same 6800gt

Plan 3

Intel 4300
1g ddr2 800
New 775 socket Intel MB
Same 6800gt

Stress it has to be fairly cheap and has to net the best FPS.

Thanks

i think i'd go with plan 1 for immediate performance boost. the 4200 & E4300 are similar in performance (any difference is negligable) and the difference in video cards is pretty significant if u get the 7950gt (althought its already pretty outdated already)
