Do you think I would get better performance using a slower processor and Quad SLi or going with the single XFX I currently have and a faster processor?

Either way I think I will be spending the cash amount of cash, like $50-$80 difference.

Also is there a noticable difference in performance between the 4600+ am2 and the FX-62?

I´d suggest to spent more on graphics because they are usualy bottleneck - especialy when playing Oblivion and such.

well I have a 24" widescreen LCD. I read that to get the full benefit of Quad SLi you need a monitor that supports 1440 x 900 and higher. From what I saw the benefit is anywhere from 20% - 40 % depending on your resoultion, monitor size and other factors like cpu and ram speeds.
