Sandy Bridge is about 13% faster than Nehalem on average. In AES or AVX capable applications, this should increase significantly.
Ivy Bridge is usually about 6% faster than Sandy Bridge.
Ivy Bridge is a die shrink. The fact any performance gain came out of it is exceptional.

I say get the 3570k. Since you don't do graphics stuff the HD4000 would be more than adequate. I wouldn't bother with a cheap discrete since it only adds cost and power with little or no benefit . You mentioned that a discrete is on the cards in the future if your friend needs it, I think that is a wise decision.
The 2500k is a good choice too, but you need to OC (i.e. more power consumption) to reach the 3570k performance. Consider if that extra $20 is worth the extra performance at the same (or lower) power envelope. I think it is.
