Which GPU is better?

The 4GB 380 variant is objectively a better card, twice the vRAM of the regular GTX 960, more shaders, a wider bus, and can be used for DX12/Vulkan. GTX 960 might be the worst nVIDIA x60 card in history, it's a crippled joke and is known to be a legendary choker! No contest, the R9 380 was the best card 200$ could buy last year, and for 1080p it's still a great card.

960 2GB is a turd.
If you're looking at buying a new low-midrange card here you're looking at cards a generation out of date. The new ones are AMD-> 460, 470, 480; Nvidia -> 1050, 1050 Ti, 1060. Midrange has GTX 1070. Upper midrange has GTX 1080. High end has Titan X pascal which is extremely expensive, but Vega and a 1080 Ti based on the Titan X Pascal are likely to come out soon.

I'll echo that they are both out of date though. If you're in the new market, consider the newer and faster RX 470 instead. The GTX 1050 Ti is about the same speed (edit: as the 380) but has newer features, so I'd also favour that over the 380 at the same price.

But it will help if you list your country, other PC specs, etc.

Unless you're just genuinely curious which is faster...

The 380 is hands down the easy and clear winner here. The 960 is a giant turd even when it was new, just DOA. Born and turd and stayed a turd!
