Which direction for a 64 cmf fan on the cpu heatsink?

With a high air movement fan like that, some have reported better cooling performance with the fan pulling air off the heatsink.

It really depends on the setup of the fans in your case, but I'd try putting the fan both way and see which direction works best.

Impossible to answer since it really depends on the heatsink.

Typically having the fan blow onto or through the heatsink is the safest bet for best performance. Though having it pull up through the heatsink might be better for air flow in certain situations.

Well you could always try doing it both ways and see which one works better for your set up.

You want longer board componet life(capacitors) and cooler running VRMs, FETs, PWM chips?? A HS with the fan blowing down is best.
