Looking to upgrade a 6600GT pci-e to a card that supports Cuda in the $50 range. Just going to be using it for basic desktop use and some moderate gaming and encoding.

Found a ZOTAC ZT-50604-10L GeForce GT 520 at newegg which came out to be quite cheap after rebate, but don't like the Zotac brand.

Also, fan noise is really important. Don't want a fanless either, but a quite fan is a must.

QuickSync is ur key if u care about transcoding.Though the CUDA transcoding has been improved on Kepler.
