An E2160 for $70 is a pretty good deal, considering you have a good shot at 3GHz, even on the stock HSF. In terms of pure bang for buck its pretty hard to beat.

I guess it depends on what you are looking for, lowest price/best potential (aboved mentioned 2160) or if your talking lowest price/highest clocks (E8400 can achieve 4.0 or better)

Personally I would go with a lower priced cpu, 3GHz+ is very impressive on a 130$ or less cpu. Im completely satisfied with my E4300 and I spent 179$ on it when it first came out, now its like 100-110. But Im still happy I got it when I did.

e2180 (2.0GHz, 1MB cache) for $76 will typically clock to 2.8-3.2GHz on the right motherboard (should see ~50% OC).

e4500 (2.2GHz, 2MB cache) for $119 should hit the same speed range for ~45% OC.

These are probably the best value right now. e4500 slightly better for gaming due to bigger cache but at 3GHz the difference will be minimal (you will more likely be held back by GPU than CPU at this speed with either chip).
