I think China realises their state in the world as well as anyone in this thread does. Who's to say that they don't follow Sun Tzu and have a pretty nice secret Air Force going on? Comparing them to the US Air Force is silly, why would they attack us in the first place? Comparing the russian air force to the chinese air force seems like a better comparison, because if asia theoretically goes into war then that would be the more likely of combatants.
There are a few reasons why they couldn't have a secret air force:
1. Secret? Two words: 'spy satellite.' I guarantee you that any aircraft that they tried to keep secret would be noticed very quickly by US intelligence.
2. The fact is, the chineese air force's pilots would need to be trained on these aircraft. You can't just jump from a mig-17 to an f-22 and take off into the wild blue yonder, expecting to know how to use all those new avionics correctly.
3. Distribution. If they needed an to use these craft in combat, they would need to be in the hands of the military, at air bases, not just hidden in some secret bunker in the middle of nowhere. They are worse than useless then, because you spent money on them yet don't have them where they need to be on time.
