If sapphire fans suck would there be an issue going with a sapphire reference?

No, AMD makes all reference cards (actually they contract with someone to do it) and the fans are completely different. Also, for what it's worth, my Sapphire 7950 with the exact same Dual-X fan design did just fine. Could be that there was a bad batch of fans that went on the 7970s during a brief moment in time.

Do you think they put lower binned chips in reference models since they don't usually go to overclockers? (Maybe I should start my own thread.)

Reference models get the higher ASIC score chips, thus they get the more power efficient ones on average.

The overclocking itself is of course a gamble.

Just to let everyone know, I plan on getting an open air 7950. I'll bench it and other stuff in my m-atx OEM case and see what happens. If it doesn't work I'll return it, I'll have 30 days!
