...how do you already have access to GTX 780s?

Anyway, to answer your question, you should go with the two Titans on the Extreme4, assuming that price doesn't matter. The power consumption is less and I believe that two Titans scale much better than 3 680s.

I'd wait on reviews of the 780s to see how well they scale together before making an ultimate decision. We know that 680s (and really, most cards) don't scale well past the first 2.
 
GTX 780's will still be Kepler, so I wouldn't expect earth-shattering increases over the current GTX 680's.
